Vendored Swagger UI 5.33.1

Unmodified files from the official swagger-ui-dist@5.33.1 npm package (Apache-2.0, see LICENSE and NOTICE). scripts/build/swagger_assets.py uses them when no SWAGGER_UI_DOWNLOAD_URL / SWAGGER_UI_ARCHIVE_SHA256 is set, so a release build needs no access to github.com. SHA256SUMS is verified on every build; a mismatch aborts the build.

To update: replace these files from the new swagger-ui-dist tarball, regenerate SHA256SUMS and change VERSION in scripts/build/swagger_assets.py together with the directory name.
