Initial Rust rewrite of the original Python/TypeScript MikroTik Backup System.

- Reimplemented the API, scheduler, SQLite data model, RouterOS SSH/SFTP/SCP workflows, SwOS web backup download, retention, notifications, and embedded web interface in Rust.
- Added an explicit importer for the previous Python/TypeScript installation, including users, devices, settings, logs, backup records, and physical backup files with checksum verification.
- Added RouterOS `.rsc` comparison with split/unified views and semantic change analysis grouped by configuration section.

- Added a multi-stage Alpine Linux container build and non-root runtime image.
